The Ministry of Civil Aviation (MoCA) is the apex body responsible for formulating national aviation policies and regulating civil aviation in India.   • Policy Formulation and Regulation : MoCA is responsible for formulating national policies related to civil aviation, ensuring they align with international standards and best practices. This involves creating regulatory frameworks that govern the operations of airlines, airports, and other aviation stakeholders. These policies cover aspects such as safety, security, economic regulation, environmental sustainability, and consumer protection.
  • Infrastructure Development : One of MoCA's key activities is overseeing the development and modernization of airport infrastructure. This includes approving new airport projects, expanding existing facilities, and enhancing air navigation systems. The ministry works in close coordination with the Airports Authority of India (AAI) to ensure that airport infrastructure meets the growing demand for air travel and adheres to safety and operational standards.
  • Safety and Security Oversight : MoCA ensures that aviation safety and security are maintained at the highest levels. This involves setting and enforcing safety standards, conducting safety audits, and ensuring compliance with international regulations. The Directorate General of Civil Aviation (DGCA), under MoCA’s purview, plays a crucial role in this aspect by certifying aircraft, licensing aviation personnel, and monitoring airline operations.
  • Economic Regulation and Consumer Protection : The ministry regulates the economic aspects of the aviation sector, including fare structures, competition, and financial health of airlines. It ensures fair practices and addresses consumer grievances related to air travel.   • Promotion of Regional Connectivity : MoCA is actively involved in promoting regional connectivity through initiatives like the UDAN (Ude Desh ka Aam Nagrik) scheme. This scheme aims to make flying affordable for the common man, enhance air connectivity to remote and underserved regions, and boost economic development in these areas.
  • International Cooperation and Bilateral Agreements : The ministry engages in international cooperation by negotiating bilateral air service agreements with other countries. These agreements facilitate international air travel and cargo services, promoting trade, tourism, and cultural exchange.   • Environmental Sustainability : MoCA is committed to promoting environmental sustainability in the aviation sector. It works on policies and initiatives to reduce the carbon footprint of aviation activities, such as promoting the use of sustainable aviation fuels, enhancing air traffic management efficiency, and encouraging the adoption of green technologies at airports.
  • Skill Development and Training : MoCA focuses on developing skilled human resources for the aviation sector. It supports training programs and institutions that offer courses in various aviation disciplines, ensuring a steady supply of qualified personnel to meet the industry's growing demands.
